For the past three decades, the city of Ripon has charged property owners in and around downtown a little extra on their property taxes.

   Those dollars were meant to improve Ripon’s downtown district.

   But for virtually the entire time those dollars have been collected, the organization charged with managing them has not met.

   That changed Tuesday.

   For the first time in 25 to 30 years, the board of Ripon’s Business Improvement District (BID) convened.

   It was supposed to have met, at the least, annually to submit an annual report to the Ripon Common Council.

   Never happened.

  Though any fault would extend well before his tenure starting in 2010, Mayor Gary Will apologized for the oversight.
