To the Editor:

     Our Republican Congress just overturned a law which required U.S. oil companies to disclose any donations made to foreign governments.
Let’s put this into perspective:

     During the early years of World War II, U.S.-based oil companies sold huge amounts of oil to Franco’s right-wing dictatorship in Spain. Spain in turn provided Germany with resources essential to the Nazi war effort.

     Does this mean the United States supported Germany in the war? Well, our government certainly didn’t care that our economy contributed to early German war crimes....

     Under the new rules, donations like these will be granted yet another layer of secrecy — one almost as effective as American indifference.
